Institutional
intelligence
for complex
decisions.

We are building the frameworks that help organisations make defensible decisions when evidence is fragmented, technology is changing and accountability matters.

Better decisions. Stronger institutions. Resilient society.

01 — The work

One purpose.
Connected disciplines.

Make the whole
decision visible.

Institutions often have the information and expertise they need. The difficulty is connecting them: records sit in different systems, responsibility is divided and the reasoning behind decisions is lost.

Aequitas Nexus brings governance, public policy, evidence architecture and responsible technology into one decision frame. Our focus is the space between information and action.

01

Integrity by design

Traceable responsibility, actively managed conflicts and evidence that can be located, tested and preserved.

Research
02

Governance that works

Clear decision rights, visible assumptions, reviewable reasoning and a path from obligations to outcomes.

Lighthouse
03

Responsible AI

AI that supports human judgement, with source verification, proportionate oversight and accountable decision owners.

04

Technology resilience

Post-quantum readiness, cryptographic dependencies and the capacity to adapt without losing institutional context.

02 — Project Lighthouse

Architecture in development

The next decision.
And the evidence
that supports it.

Project Lighthouse is Aequitas Nexus’s developing evidence and decision architecture. It connects objectives, requirements, evidence, dependencies, decisions, actions and outcomes.

Its intended capabilities include preserving provenance, distinguishing fact from inference, making evidence gaps visible and recording the reasons behind human decisions. These capabilities remain to be developed and tested; the explorer below is an educational demonstration.

Explore the architecture

Choose a context, then follow the decision.

01 / Institutional integrity

Begin with the decision.

Define the concern that needs resolution and the public-interest outcome that matters.

What this makes visible

A defined question, a responsible decision-maker and an outcome that can be reviewed.

Keep a useful question

Take the decision frame with you.

The brief includes all seven stages for the context you select. It uses only this site’s predefined example; no information about your organisation is collected.

03 — Post-quantum readiness

First major technology
transition use case.

Governance
before migration.

Post-quantum cryptography (PQC) uses algorithms designed to resist attacks from both classical and future quantum computers. It addresses the threat to widely used public-key cryptography, which helps establish trust and protect communications.

PQC can run on conventional computers. The transition is an organisational task: understand data lifetimes, cryptographic dependencies, suppliers, ownership and change constraints.

PQC readiness is Lighthouse’s first major technology-transition use case. Our current work is a fictional supplier example and a developing planning framework. Technical discovery, implementation and independent assurance need competent specialists and an agreed scope.

Where do you sit
in the transition?

Board & leadership

Who owns the transition?

Bring technology, risk, procurement and business owners into one decision forum. Make executive responsibility and review points explicit.

A practical next step

Agree a sponsor, a transition objective and a regular review of the evidence behind the plan.

Illustrative starting points, not a readiness assessment.

Planning context

ASD’s recommended transition milestones

  1. 2026

    Have a refined
    transition plan.

  2. 2028

    Begin transition with
    critical systems and data.

  3. 2030

    Complete the
    PQC transition.

A fictional supplier decision

“Quantum ready” needs evidence.

Illustrative · unreviewed

Organisation A is considering a 36-month renewal with Supplier B. Renewal is due in 60 days; ten-year confidentiality is an assumption to verify. All organisations, documents and case facts below are invented.

Claim in a fictional record

A brochure says “quantum ready”.

This establishes that a claim was made. It does not establish the readiness of the service.

What to ask next

Ask which service, version, cryptographic function and production configuration the claim covers.

The current file cannot substantiate complete service readiness. Seek evidence and compare feasible continuity options with authorised technical, procurement and executive owners. This demonstration has not received specialist review or user testing; it is not an assessment or contract recommendation.

Algorithms, products and assurance

NIST FIPS 203 standardises ML-KEM for establishing a shared secret; FIPS 204 standardises ML-DSA for digital signatures. A standardised algorithm does not validate a supplier’s entire product, deployment or migration. Delivery advice and independent assurance need appropriate separation where conflicts arise.

Official PQC sources checked 16 October 2026. Guidance informs planning; the organisation’s applicable legal, contractual and policy obligations need separate assessment.

04 — Aequitas Institute

Proposed programme

Knowledge that
can be tested.

The Institute is the proposed research and learning arm of Aequitas Nexus. Its purpose is to develop frameworks, publications and practical understanding that improve institutional decision-making.

The starting point is five foundation notes and a fictional PQC example, informed by the wider Quiet Failure manuscript and proposed justice-integrity reform work. Drafting is complete; stronger sourcing, specialist review and practical testing remain. A staffed institute, accredited education programme or externally validated method has not been established.

Proposed research agenda

One question.
A reviewable output.

Start with a stronger foundation paper and a bounded demonstration. Expand when evidence and review capacity support it.

Read the foundation notes
Governance & public integrity

How do evidence, authority and review make accountability work? First direction: strengthen Integrity Is Infrastructure with sources, limitations and an institutional example.

Decision quality & institutional memory

What context must survive a handover? First direction: a traceable illustrative decision record, linked to the Lighthouse foundation note.

Responsible AI & human judgement

Who remains accountable, what is verified and how can a decision be challenged? First direction: a bounded example with source checks, human review and clear limits.

Technology & information resilience

How do owners, dependencies and uncertainty become visible? First direction: the fictional PQC supplier example, followed by competent specialist review.

Systems thinking & policy design

How do incentives, rules and organisational boundaries interact? Select one narrow evidence question after the initial outputs have been reviewed.

From draft to useful research

  1. Define & sourceState one question, trace the evidence and disclose the limits.
  2. Review & reviseInvite a competent reviewer; preserve criticism and corrections.
  3. Test & releaseExamine a bounded example and record approval before publication.

Current foundation notes are at the draft stage. Independent review, practical testing and publication decisions remain separate steps.

A proposed research charter

Visible sources and limitations. Dated versions and corrections. Fact, interpretation and hypothesis kept distinct. Specialist review within verified competence. Funding and interests disclosed where relevant.

05 — Governance Observatory

Proposed programme

Observe carefully.
Conclude responsibly.

The proposed Observatory is an analytical workstream within Aequitas Nexus, connected to the Institute’s research agenda. It would compare formal commitments with observable institutional practice. Its themes are record integrity, accountability, responsible-AI governance and technology resilience.

The selected first step is a synthetic method demonstration. No recurring monitoring service, validated index, league table or organisation-level readiness rating is established.

An evidence lens

What can a public record
actually establish?

Explore the limits before drawing a conclusion. These examples are fictional and describe no real institution.

Commitment, not demonstrated performance

A policy states that human review is required.

The record supports a statement about the policy’s published wording. It does not demonstrate that review occurred or that deployed performance is reliable.

A responsible next step

Retain the source and date; identify what evidence would test implementation before making a performance claim.

Proposed outputs

Governance briefs

One issue, a defined time window, a sourced chronology and the institution’s response.

Policy-to-practice notes

Compare a documented commitment with evidence of action; keep unknowns visible.

Transition watch

Explain changes in technology guidance and their decision implications. Frequency and resources are still to be agreed.

Correction register

Record the original statement, revision, reason and date. Preserve the evidence trail when a finding changes.

Comparative studies would follow comparable evidence and method validation. The first work remains a synthetic demonstration and a bounded analytical note.

Bounded evidence

Define the question, scope and time window. Retain sources, context and uncertainty. Test the method before comparative indicators.

Editorial safeguards

Check materially adverse factual claims, seek relevant clarification and arrange appropriate review. Keep a visible correction route.

Independence to build

Agree editorial control, disclose funding and manage conflicts. Sponsorship must not buy a finding. Structural independence is a design requirement, not an established credential.

What exists, what is developing, what is proposed

Prepared work

Research drafts & demonstrations

Five foundation notes, the seven-stage architecture, educational explorers and a fictional PQC supplier example. The five foundation notes are complete as drafts; independent review and practical validation are pending.

Developing

Lighthouse & practical tools

Evidence and decision architecture; PQC governance and supplier-readiness framing. A production platform, tested client tool and ready-to-sell service are not established.

Proposed

Institutional programmes & pilots

Institute, Observatory, scoped advisory applications and funded pilots. Appointments, operating capacity, agreements and funding must precede delivery claims.

Partnership pathway

Specific expertise.
Agreed responsibilities.

The Nexus is a scoped collaboration model: specialist review, research exchange or a bounded pilot. Before engagement, agree competence, deliverables, funding, conflicts, confidentiality and access to IP.

No partner, adviser appointment, endorsement or delivery roster is confirmed on this site. Core methods, scoring and implementation playbooks remain private.

Funding pathway

Fund useful work
before expansion.

The selected future revenue pathway is a paid bounded pilot or advisory fee, once an example has been reviewed, delivery competence demonstrated and buyer demand tested. No service is ready to sell and no pilot revenue is secured.

Scoped research contributions, project grants and public-interest sponsorship are possibilities to assess. Eligibility, budget, IP and editorial independence require review. No grant, investment, charity status or tax-deductible donation claim is made.

08 — About Aequitas Nexus

New South Wales, Australia.

An institution
in the making.

Aequitas Nexus is being built as an Australian institutional intelligence organisation. Research, governance frameworks, evidence systems and responsible technology development are intended to reinforce one another.

Founded by Aaron Dawes, whose background spans finance, relationship management, strategic communications and public policy, the work grew from a recurring question: how can institutions preserve reasoning and remain answerable for consequential decisions?

Our direction is defined. The next phase is one bounded decision-support example, competent specialist review and feedback from potential users. Practical tools should follow repeated needs observed in that work.
